IESC Welcomes Four New Board Members
March 3, 2016 – IESC would like to officially announce the addition of Stuart Fleishmann, William R. Rhodes, Margaret Osius, and Susan Gurley to its Board of Directors. IESC’s staff and current board are excited to welcome the new board members, who were brought on over the course of the year.
Stuart Fleischmann has spent his entire career at Shearman & Sterling. He is currently a partner in the firm’s Capital Markets Group, where he focuses principally on debt and equity offerings by Latin American sovereign nations and quasi-government entities. Fleischmann regularly represents underwriters and issuers, primarily in the oil and gas, steel, telephone, electricity, and financial institution industries, on a wide range of private placements of debt and equity securities. He is also regularly involved in such novel transactions as toll road financings and securitizations involving credit cards, residential mortgages, international oil payments, money transfers and electronic remittances, loan pools, auto and farm equipment loans and leases and franchise revenues.
Fleischmann also speaks at selected continuing education seminars, and is a member of the New York City Bar Association’s Committee of International Affairs and Committee of Structured Finance.

William R. Rhodes is president and CEO of William R. Rhodes Global Advisors, LLC. He is also a retired senior vice chairman and senior international officer of Citigroup and Citibank. Mr. Rhodes has a reputation for international financial diplomacy, and has served as a trusted advisor to governments, financial officials, and corporations worldwide.
He is currently a director of the Private Export Funding Corporation, a senior advisor to the global management firm Oliver Wyman, chairman emeritus of the U.S.-Korea Business Council, vice chairman of the National Committee on U.S.-China Relations, a director of the Korea Society, a senior economic advisor to the Dalian Government in China, a member of the International Policy Committee of the U.S. Chamber of Commerce, and a member of the Board at the Foreign Policy Association. He is also a member of the Council on Foreign Relations, The Group of Thirty, and the Advisory Council of the Brazilian American Chamber of Commerce. He is the first vice chairman emeritus of the Institute of International Finance, and chairman emeritus of the Americas Society and Council of the Americas.
He was awarded an honorary doctorate in humane letters by his alma mater, Brown University, where he also established the William R. Rhodes Center for International Economics and Finance.
Margaret ‘Meg’ Osius is the founder and principal of Osius & Associates Inc. Ms. Osius advises a variety of corporate, private, and development bank clients in the oil, gas, power, telecom, transport, and other infrastructure sectors. She also delivers executive-training sessions on international project finance and capital markets worldwide.
Prior to establishing her own firm, Ms. Osius worked for JP Morgan Chase, where she financed international projects and advised clients on risk management and gained extensive experience with workout and distressed credit in international markets. She is currently a director of British Caribbean Bank Ltd. and Waterloo Holdings Inc., and a Trustee of Princeton in Asia. She previously served as chair of the Technical Advisory Panel of the Public Private Infrastructure Advancement Fund (PPIAF), managed by the World Bank. She is also a permanent member of the Council on Foreign Relations.
Ms. Osius holds degrees from INSEAD and Princeton University.
Susan Gurley is an attorney with senior leadership experience in international development, higher education administration, and global membership association management. She has worked in more than thirty countries, and is currently serving as the interim executive director of the Anxiety and Depression Association of America.
Ms. Gurley has held numerous other senior-level positions, including senior legal reform advisor at the United States Agency for International Development, assistant dean of international and graduate programs at the Georgetown University School of Law School, deputy executive director of Equal Justice Works, director of legal reforms for the East West Management Institute, and executive director of the Association of Corporate Travel Executives.
Last year, after serving as an IESC volunteer expert in Cambodia, Ms. Gurley was awarded IESC’s Pace award for volunteer of the year.
