Streamlining and Digitalizing Trade for Smarter Borders and Stronger Economies

Each day a shipment is held at the border carries a cost for business, and for perishable agricultural products, delays can erode quality, forfeit market opportunities, and increase food waste. IESC partners with governments and the private sector to eliminate these bottlenecks by simplifying trade procedures and replacing paper-based processes with digital solutions to reduce the time a product is stuck at the port of entry.

Lasting reform begins with coordination and trust. We strengthen national trade facilitation committees and their public-private working groups to help agencies and businesses align their efforts, reduce bureaucratic overlap, and build trust. When all stakeholders are consistently at the table with a clear action plan they developed and committed to together, reforms are more practical and more durable.

We also support government institutions in aligning with World Trade Organization articles, international standards, and bilateral and regional trade commitments. This provides countries with a clear reform roadmap to address the commitments they have made, which also leads to greater transparency enshrined within these agreements to provide businesses much needed predictability based on a clear, consistent process.

Because technology is most effective when built on simplified processes, we work with partner agencies to map procedures, eliminate duplication, and reduce nontariff barriers before introducing automation. We then support the design, testing, and deployment of digital tools that make trade faster, more affordable, and more transparent. Examples include integrated laboratory and inspection data systems that enable real-time information sharing; port and customs platforms that simplify administrative procedures; electronic certification systems linked to international platforms; and single windows, for both export and import, featuring automated notifications, real-time dashboards, and online document upload.

To ensure these systems endure, we build the capacity of local stakeholders to use and sustain them. We train inspectors, provide step-by-step support to exporters and packinghouses, and facilitate technical exchanges with regulators in trading partner markets. These efforts build the expertise needed to meet market requirements and maintain access over the long term.

Efficient clearance is only one part of the picture. We also work with financial institutions to expand access to trade and supply chain financing; business support organizations to strengthen export assistance; training providers to align workforce skills with growth market demands; and logistics providers, including cold chain warehouses and transport companies, to improve the movement of goods.

The result is shorter release times, lower costs, greater transparency, and expanded opportunity for businesses and communities. IESC’s proven approach delivers measurable results for both governments and the private sector in countries that are key U.S. trading partners.
